USA Wrestling clarifies rules regarding video review, the clinch and cautions

After further review, and in conjunction with USWOA President Rick Tucci, the rules regarding official video review of bouts has been clarified.  This clarification changes the rule as printed in the "2004 International Rule Book and Guide to Wrestling."  Please refer to page 57.    Clarification of USAW Video Review Rule is as follows:  In the use of video review at any USAW sanctioned event, only the mat chairman or the Head Official for the event may order the video review.  In all cases, if the referee and judge are in agreement of the result of an action or situation, video review cannot be ordered.  The following competitions are exempt from this rule - Senior National Open Championships, Final World Team Trials, and Final Olympic Trials.  At these competitions, the mat chairman or the Head Mat Official may request a video review even if the referee and judge are in agreement.    Under all conditions regarding Video Review, only USA Wrestling official authorized video footage may be used.    The use of the black lines in the center circle of the mat has been abolished.    Corrections and Clarification of FILA Rules Regarding the Clinch:  Upon review by USWOA President Rick Tucci, the printed FILA rules regarding the clinch, as printed in the "2004 International Rule Book and Guide to Wrestling" are clarified below.    Page 23, Article 16, letter "n":  The words "holding situation" is to be changed to "clinch", and the points scored from a clinch are to have box drawn around them verses a circle.    Page 50, "Sanctions":  Under this section, the use of the word "warning" or "warnings" is to be replaced with the word "caution" or cautions" as is appropriate.    Corrections and Clarification of FILA Rules Regarding Cautions:  Page 43, Article 51, letter "b" and letter "c":      Currently Reads:  "b) If there is a draw on the technical points, the following criteria are to be applied to determine the winner:  -the wrestler who has the fewest warning (O) and warnings for passivity (P) is the winner.   c) if there is still a draw:     -the wrestler who has the fewest warnings is the winner."     Correction:   "b) If there is a draw on the technical points, the following criteria are to be applied to determine the winner:  -the wrestler who has the fewest cautions(O) and warnings for passivity (P) is the winner.   c) if there is still a draw:     -the wrestler who has the fewest cautions (O) is the winner."
