2004 OLYMPIC GAMES NGB ATHLETE SELECTION PROCEDURES SPORT - WRESTLING MEN'S FREESTYLE WOMEN'S FREESTYLE GRECO-ROMAN I. SELECTION SYSTEM. USA Wrestling (USAW) will be using an objective system to select athletes for the Olympic Games. Final nomination to the 2004 Olympic Team is contingent upon United States Olympic Committee approval and the fact that each weight class needs to qualify for the 2004 Olympic Games through one of three (3) events: 1) 2003 World Championships - the top 10 individuals at each weight class will qualify a slot for their country for the Olympics for Men's Freestyle and Greco-Roman, and top six for Women's Freestyle. 2) Weight classes that do not get qualified will participate in two Olympic Qualifiers that will be held in the first few months of 2004. This schedule has not been set by the International Federation for Wrestling - FILA (Federation Internationale des Luttes Associees). a. First qualifier - the top five individuals at each weight class will qualify a slot for their country for the Olympics for Men's Freestyle and Greco-Roman, and top three for Women's Freestyle. b. Second qualifier - the top three individuals at each weight class will qualify a slot for their country for the Olympics for Men's Freestyle and Greco-Roman, and top two for Women's Freestyle. A) Qualification to the Final Olympic Trials Tournament The athletes will qualify through regional and national championships. 1) Regional Olympic Qualifiers (5 sites for men, 3 sites for women; at least one regional must be held after the National Championships). The champion at each weight class advances to the Final Olympic Trials tournament. There will be no advancement by a lower placing wrestler in the event the contestant placing above him qualified at another event. Format: line bracket double elimination to third place. Weigh-in held the night before the competition at scratch weight (55 kg, 60 kg, 66 kg, 74 kg, 84 kg, 96 kg, 120 kg for men and 48 kg, 55 kg, 63 kg, 72kg, for women). Placing in the brackets will be done by blind draw. Men"s Qualifiers: North Regional, St. Joseph, Minn, March 12-14, 2004 Central Regional, Laramie, Wyo., March 25-27, 2004 West Regional, Battleground, Wash., March 26-28, 2004 East Regional, Brockport, NY, April 16-18, 2004 South Regional, New Orleans, La., April 22-24, 2004 Women's Qualifiers: West Regional, Battleground, Wash., March 26-28, 2004 East Regional, Brockport, NY, April 16-18, 2004 South Regional, New Orleans, La., April 22-24, 2004 2) Interservice Championship - Greco-Roman (New Orleans, March 5-7,2004). The champion in each weight class, in Greco-Roman only, advances to the Final Olympic Trials tournament. There will be no advancement by a lower placing wrestler in the event the contestant placing above him qualified at another event. Format of the competition shall be at the option of the Armed Forces. 3) 2004 University National Championships - Women (St. Joseph, Mn. March 12-14, 2004). The champion at all seven weights qualifies for the Final Olympic Trails tournament. 4) 2004 U.S. National Championships (Las Vegas, Nv; April 8-10, 2004) The champions in each Olympic weight class shall advance to the Final Olympic Team wrestle-off. Places second through eighth at each weight class advance to the Final Olympic Trials tournament. The top four (4) place finishers in the National Championships at the non-Olympic weights for women's freestyle also qualify for the Final Olympic Trials tournament. There will be no advancement by a lower placing wrestler in the event the contestant placing above him qualified at another event. Format: Line bracket double elimination to third place. Wrestlers will be seeded by committee. Eligible to participate on seeding committee shall be one coach or representative of each of the clubs entered in the championships. Individuals not a member of a club will be represented by a member of the seeding committee designated by the President of USAW. Night before weigh-ins at scratch weight as provided in the FILA rules. Protests shall be governed by established rules of USA Wrestling. B) Final Olympic Trials Tournament The top-placing athlete from the 2004 U.S. National Championships in the Olympic weights in attendance at the final Olympic Trials tournament receives a bye into the Final Olympic Team wrestle-off for Olympic team nomination. The winner in each Olympic weight class from the Final Olympic Team wrestle-off will be the USA Wrestling nominee for the Olympic Team. Format: line bracket double elimination to third place. Wrestlers will be seeded by committee. Eligible to participate on seeding committee shall be one coach or representative of each of the clubs entered in the championships. Individuals not a member of a club will be represented by a member of the seeding committee designated by the President of USAW. Byes will be placed with seeded wrestlers first, in order of seed. If any byes are remaining they will be placed in the brackets in accordance to the accepted system in use by USA Wrestling. Weigh-ins for the Final Olympic Trials tournament and Final Olympic Team wrestle-off will be held the night before the Olympic Trials tournament and will be at scratch weight. If there is a vacancy in the number one position either by a delay granted in accordance to section I.D below or by failure of the 2004 National Champion to make weight, the next highest ranked wrestler at the contested weight class moves up to the Final Olympic Team wrestle-off position. Petitions into the Final Olympic Trials tournament will be limited to former World or Olympic Team members who were ill or injured and unable to compete or complete the National Championships. The injury or illness must be certified in writing by a medical doctor approved by USA Wrestling. USAW approval of medical doctor will not be unreasonably withheld. The Final Olympic Trials tournament will begin the day after weigh-ins. The number and schedule of sessions will be based upon the number of entries. A minimum of 60 minutes rest will be provided between matches. Any of the qualifiers from the National Championships may elect to change weight classes, giving up wrestlers ranking at the weight class in which the wrestler qualified in order to compete at another weight. Qualifiers from the Regional Trials and Interservice Championships may also change weight classes. The contestant should notify the USAW National Teams Director in advance of this intention, but the wrestlers final decision shall be determined at the weigh-in. C) Final Olympic Team Wrestle-off The winner of the Final Olympic Trials tournament shall face the highest placing contestant from the 2004 National Championships, present and competing at the weight class contested, in a best two-out-of -three format the day after the Final Olympic Trials tournament at the Final Olympic Team wrestle-off. One match will be held in the first session with the second match to be held in the second session. Starting times of the first and second session will be at least four hours apart. If a third match is needed it will be held during the second session with a minimum 60 minutes rest between bouts. Winner will be the USAW nominee for the 2004 Olympic Team, except in the situation where 2004 National Champion has been granted a delay in accordance with section I.D below. If the second-place finisher from the Final Olympic Trials tournament has not wrestled the third-place finisher they then will wrestle one match during the first session of the final wrestle-offs to determine a true third place overall and the position of second alternate for USAW designate to the Olympic Team. D) Request for Delay for Final Olympic Team Wrestle-off If in any weight class, the 2004 National Champion is unable to compete in the final wrestle-off due to injury or illness, wrestler may request of the appropriate Sport Committee a delay of competition. The Sport Committee shall determine whether or not the delay shall be grant
