Board of Directors approve 2002-03 budget as well as handling other organizational business

USA Wrestling's Board of Directors took a number of actions during the organization's Board of Directors meeting at the Radisson Inn and Suites Airport in Colorado Springs, Colo., August 17.    USA Wrestling's Board of Directors approved the organization's budget for the fiscal year 2002-2003, which begins on Sept. 1, 2002. The budget calls for a$173,536 in revenue over expenses for the fiscal year, with revenues of $6,017682 and expenses of $5,844,156.    "In my time on the Finance Committee, this is the best position we have ever been in," reported Treasurer Bill Stecklein as he presented the budget for approval.    In the Junior Olympic Wrestling Committee report, Duane Morgan announced that USA Wrestling had approved the recipients for the new Grass Roots Funding Program. Morgan confirmed that 11 grants had been approved for this fiscal year, representing $99,982 in funding for specific grass roots project proposals submitted to the organization. On behalf of the state associations that received grants, Morgan thanked USA Wrestling for its commitment to the state associations.     The Board also voted for USA Wrestling to invest in the development of a computer software program that will assist the operations of pairing using the two pool system, and to make the program available to the state associations.    In accepting the report from the Junior Olympic Wrestling Committee, USA Wrestling approved a number of specific changes in its age-group programs. Among the most prominent was the decision that by 2004, only coaches who have achieved the NCEP Bronze-level certification will be permitted to coach at the ASICS Cadet and Junior National Championships, as well as the Junior National Duals and Cadet National Duals.    Another important change was the decision to change the pairing system for the FILA Cadet Nationals for boys and girls, as well as the FILA Junior Nationals for girls to a two-pool international system.    The Board also approved the organization's support in the promotion of a Title IX petition drive, suggested by attorney Dale Anderson. The Board will promote the petition through its web page, publications and state associations, provided Anderson prepare the petition and handle the collection of the signed petitions.    Board member Kevin Bracken, a Greco-Roman Olympian, pledged his personal commitment to soliciting letters about Title IX from the USA Wrestling leadership to be sent to the newly formed Commission on Opportunity in Athletics.    In his FILA report, FILA Bureau member Larry Sciacchetano reported to the Board that Milan Ercegan, who has served as president of the international wrestling federation, had announced that he would not run for re-election this year. Sciacchetano also reported that Rafael Martinetti of Switzerland had been named as the only candidate for the position. Sciacchetano noted that he was enthusiastic and optimistic about the future of U.S. relations with FILA under its new leadership.    Sciacchetano also reported that FILA had reached an agreement with the National Wrestling Hall of Fame and Museum to house the FILA Hall of Fame in its Stillwater, Okla. facility.     In his NCAA report, Dave Martin reported that the NCAA had approved a new rule that would require athletes to wear headgear in at all times, including during practice sessions and open competitions. He also reported that ESPN may air the semifinals of the NCAA Wrestling Championships next year, in addition to the finals round as previously broadcast.    In the report on the National Wrestling Coaches Association, Mike Moyer announced that the NWCA would be distributing a video tape on nutrition education to the wrestling community. He also reported that many state high school associations had agreed to use the NWCA web-based weight management program as their official state weight-certification system.    On behalf of USA Wrestling and the National Wrestling Hall of Fame, Board member Jeff Levitetz explained the new Ring of Honor program, which was designed to reward large capital contributors to the organizations for their commitment to wrestling. Information on the Ring of Honor will be available this fall to those who may wish to become involved.    Outgoing President Bruce Baumgartner wrapped up the meeting thanking the Board for its support during his four years in office. "I did my best," said Baumgartner. "The people in this room are the ones who make it happen. It has been fun; I will never forget it and I have learned alot from it."
