Basil McCully of Rock Springs, Wyo. received the Scotty Platts Memorial Award, as the outstanding official at the West Regional Kids Championships in Winnemucca, Nev. this year.    The West Regional includes the 11 following states: Alaska, Arizona, California, Hawaii, Idaho, Montana, Nevada, Oregon, Utah, Washington, Wyoming.    Scotty Platts was a long time Wyoming Official and kids club founder and coach for many years.  He was born and raised in Wyoming, He was a rodeo rider who devoted himself to helping kids through the sport of wrestling after an injury cut his rodeo career short.    McCully has been a wrestling official for 33 years and a multiple winner of the official of the year in Wyoming. He is also a football and wrestling coach.  He is known in Wyoming as Mr. Dependable.
